The package loop-aes-utils was the cause of this bug.
After removing it from my debian testing distro all is going fine.
Maybe this bug have to be reassigned to the maintainer of this
packages ?

I found the origin of the bug :
Alsa timidity lock /dev/rtc device.
After running /etc/init.d/timidity stop the hwclock command run properly
again.
You should redirect this bug to ALSA timidity maintainer.
