I just tried Scribus 1.4.4+dfsg1-2 from sid, and the bug appears to be
resolved (partially, for me).
The language slot in the hyphenation preferences appeared empty in the
previous build, but now it shows english (USA) as the only available
language.
I checked the dependencies of scribus, and

a hint to take a look.

The problem is apparently that the icon itself is not sensitive to
clicks. You have to click on the surrounding area to get the action
performed (a hint of this is that whe hovering the pointer over the

Since the update of Scribus in my Debian Jessie
Bug #757247 should be merged with this, as it appears that the problem
described has the same origin.
Also, the patch to python-PIL suggested in that bug report fixes this issue.
