Bug#778290: Small key-sizes for HMACs in Mono

All version of mono the last 11 years seems to be affected by this 
problem: https://github.com/mono/mono/pull/1534 -- extremely small 
key-sizes for hashed message authentication functions.

I thought you might want a ping about it as it is potentially a large 
security issue. =) The PR has been merged, so Mono v3.14 should include 
the fix.
