ipvsadm goes against the convention that all command line changes are temporary unless saved to a file.

For example, if I use "route" to alter my networking configuration, and I reboot without saving it. I lose the changes.
If I use sysctl to tweak my kernel settings, and I don't update /etc/sysctl.conf, I lose the changes.
If use mount to mount a drive, and I don't update /etc/fstab, I lose the changes.

ipvsadm, on the other hand, overwrites my "known good" configuration file on a reboot or shutdown, even if write permissions are off.
