The problem is that tex4ht.env is in tex4ht but texhash is only run by the postinst of tex4ht-common. Running texhash in the postinst of tex4ht will fix the problem. I will figure out how to upload to stable/updates and fix this problem. Meanwhile, running texhash on the system (as root)
