sidekiq service file is using -q to set queues, as queues change sidekiq
won't process new queues, changing the service file to use
-C /etc/gitlab/sidekiq_queues.yml
instead fixes this and makes it more future proof.

In /usr/share/gitlab/Gemfile I had to change
gem 'vmstat', '~> 2.1', '>= 2.1.1'
to
gem 'vmstat', '~> 2.1', '>= 2.1.0'
So it would find vmstat and not error on postinst.
My other 2 bug reports are still an issue in 8.10.
