Attached, please find a diff that add's PEAR registration and
de-registration hooks to the postinst and preinst script.
This diff also includes an updated watchfile template that I've been
using successfully.

I would like to do a merge package with the results of dh-make-pear,
but this seems impossible. The reason appears to be the package.xml
file in the .orig.tgz from the PEAR archive are not in a
sub-directory.
