With 4.9.0-6-amd64 #1 SMP Debian 4.9.88-1+deb9u1 (2018-05-07), the problem
disappeared from
two different laptops that where affected.
Seems like it is fixed.

I experience the same problem (and got around it by reverting to
linux-image-4.9.0-5-amd64).
In my case, the problem does not prevent gdm3 to start: it just take a vry
looong time (around 5 min).
I reproduced it on a freshly installed (with Debian 9.4) computer.

I had the same problem.
After removing the user xsane settings file, it is working again.
rm -r ~/.sane/xsane
