It's a bug in tar, see my message in the bug log.
As I mentioned, a workaround is to just untar and re-tar the archive,
before feeding it to mk-origtargz again.

That said, it has also been annoying for ubuntu, where every time they
have to to do a change they also have to tweak this check (usually it's
me so it's not that much of a hassle, but I can see other developers

st likely this is due to the changes in the the openssl default
configuration, rather than proftpd, but I'll leave that to the proftpd
maintainers to decide.

been busy in the last month so I couldn't check this matter, but
IIRC inkscape 0.92.4 has a few issues with py3, that are completely
solved in 1.0. Either way, nothing major, the main issue being indeed
the shebang.
I'll take care of it in the next weeks, much less for bullseye.
