It's no longer happening, and I'm not sure why. At this point, I think you can
close the bug. I'm pretty sure it's not an apache issue.
For curiosities sake:
I had tracked it down to something in php5 startup on reload:

I've spent some time trying with a clean chroot, and I am unable to reproduce
in a clean chroot, even when I copied all my apache config into the chroot. I
tried to get all of the apache modules I'm using installed and activated in the
chroot as well; but maybe I missed something.

I believe this change is causing new problems for me. I've got a Dell latitude
d520, and with acpid 1.0.10-3, I'm seeing an infinite loop of acpi video button
events if i hit the video button or after a lid event.

This bug is already solved upstream, which is already packaged

available on the archives because the upstream name change joined

it presented me with the setup wizard. I have to use ssh tunnelling
to get to my mail servers, so they don't appear to be on standard
ports. There is no way to properly enter this
The new version completely breaks OpenGL for users of r200 series
cards though :(
