missing symbols that you get correspond to functions that were removed
between 4.0 and 5.0.
Unfortunately this probably means that fixing the present bug requires
more work than just patching the build system (i.e. Scilab upstream
needs to move to a more recent Slicot).

I have no idea what broke your system. You are the first one to report
such a problem. We can either close this bug, or continue to
investigate. If you want to do the latter, I would first like to see
the full dpkg.log and term.log (and not just the result of “grep
openblas” applied on tho

Actually I had read your initial message to quickly. It seems that the
problem is that the /usr/lib/x86_64-linux-gnu/libopenblas.so.0 symlink
is missing.
Please remove your workaround again, and run the following:
sudo dpkg-reconfigure libopenblas0-pthread
Then please check whether the symlink is back:
ls -l /usr/lib/x86_64-linux-gnu/libopenblas.so.0
