As of Kubuntu Bionic the command service seems to be replaced by
systemctl so the requisite steps are:

Recommends to clarify that when a package contains multiple "program"s
[that word nowadays seems quite archaic! :-)], the dependency of only
one of those programs will be considered a Recommends and not a
Depends.

packages do not contain the epoch information. The epoch information
is only used by the apt system to determine which package should be
considered newer than which and this information is present inside the
