I can confirm this bug.
In the interest of testing kwin-wayland I purged kwin-x11. After login there
were no decoration and the keyboard did not work.
I confirmed qtwayland5 was installed before testing.

with cfengine2-2.2.9-1. I found that this version was looking in /var/cfengine
for the config files. This is the default
I can confirm this bug.
I was running this version on several testing and on sid systems.
The segfaults occur in the shellcommnds action. Downgrading the package to
2.2.3 resolved the issue on all hosts.
