What config is a new install of rsync supposed to use?

I did a fresh install from beta2 iso:

Following steps to reproduce:
After fresh install the /var/cache/libvirt/qemu/capabilities folder does
not exist.
Installed libvirt-bin and virtinst
I also get the very same problem on another jessie installation running
on Pentium G620, so the problem doesnt appear to be CPU specific.

The version 0.7.1-1 which is installed on current Jessie is missing the
panel file under ~/.config/lxpanel/LXDE/panels thats why the panel is
not displayed.
There also seems not to exist a lot documentation on this file.
Please add a default file on current Jessie.

its working now, asterisk was probably not correct compiled or it
affects only anonymous calls. Bug can be closed.
