The problem seems to be libnacl-dev which is unavailable
on said archs, arguably due to its own build problems [2].

I've tried to boot sysvinit-enabled Debian with systemd-nspawn and it doesn't
work, unfortunately.
It would be great if sysvinit could boot inside systemd-nspawn: I maintain some
daemons in Debian
and it looks like a nice way to test
I'll only add that I've made a mistake of not resetting the NMU suffix
to 0.1 with the new upstream version. It would be nice to have lintian
report this.

does not seem to apply it at boot:

It says that the service run fine though:
[ ~ ] $ systemctl status
(cont.)
as suspected adding After=network.target in
/lib/systemd/system/systemd-sysctl.service
actually helps

ok, I get it. A rather unfortunate decision with this API, since now
it is basically impossible to have a dynamic mode name (well, it is
doable but one has to manage memory outside the class itself).
