I think this is rtl8192ce driver bug, I don't know what 'firmware' term exactly 
means in package name, but the driver is in the firmware-realtek package.
I suspect the driver because:- I know my PCI WiFi device works- obviously a lot 
of PCI drivers work- rtl8192cu works
So the solution could be something like:- take PCI part from any known working 
driver- take rtl8192 part from USB driver- connect these 2 into working 
rtl8192ce
