I forgot to mention, that I added the COPYING file to and built apt 2.5.6, and
not apt 2.5.2 against which the bug was reported. It was against 2.5.6 that
lintian was run.

I built the package with the new copyright file, and ran the resulting .changes
file through lintian.
There were no errors reported by lintian, so the COPYING file provided appears
to have correct systax.
