ebcdic.ocp appears to be missing from /usr/share/texmf/omega/ocp I located a copy of this file on the web and placed it in the above directory. The tetex-bin package subsequently installed and was set up successfully. System information missing from my original message is: Debian GNU/Linux 3.1
