Thanks to some forum discussions I've found out that refresh rate can be changed with these newer drivers using xrandr --mode option. For example xrandr --output HDMI-0 --mode 1920x1080 --rate 24 works for me. That's decent enough workaround for me. Using just --rate option is still not ef
