libtorrent 1.2.9 seems to include a bug which causes it to become unable to move completed torrents. In my case this issue appears when using libtorrent 1.2.9 together with Deluge 2.3.0 from the official debian bullseye repositories. This issue didn't appear on 1.1.11-2. Another user suggests that this issue was fixed in 1.2.11.
