I can confirm this is all that is missing and works fine. After back-porting 
libghc-alsa-mixer-dev 0.3.0 
([status](https://build.opensuse.org/package/show/home:Provessor/haskell-alsa-mixer),
 
[build](https://software.opensuse.org//download.html?project=home%3AProvessor&package=libghc-alsa-mixer-dev))
 to Buster (thanks OBS), xmobar 
([status](https://build.opensuse.org/package/show/home:Provessor/xmobar), 
[build](https://software.opensuse.org//download.html?project=home%3AProvessor&package=xmobar))
 compiles with alsa support and it works fine.
