pyhst2 build-depends on python3-dev which currently brings in libpython3.9-dev and it is this package which provides Python.h which pyhst2 requires. https://packages.debian.org/unstable/python3.10-dev depends on libpython3.10-dev So once python3-dev depends on python3.10-dev instead of
