Dear Maintainer,

This bug made me smile. It's clearly a translation error, confusing the term
"state" (meaning condition) with "state" (meaning political subunit of a 
country)
and then translating it into the British English equivalent. 

   * What led up to the situation?
Invoking mate-power-statistics from the battery icon in the system tray
   * What exactly did you do (or not do) that was effective (or
     ineffective)?
Invoking mate-power-statistics from the battery icon in the system tray
   * What was the outcome of this action?
The charging state attribute on the details tab of the battery properties is 
labelled "County"
   * What outcome did you expect instead?
That the charging state attribute is labelled "State", even in British English.
