I upgraded my laptop with Debian Bookworm these days. And then after each 
reboot I had to log in as a user via the root password in the PolicyKit-1 agent 
share the network settings.
So the PolicyKit 1 agent popped up with the following message: "System policies 
prevent editing network settings for all users." 
My working solution so far is to give the user the “netdev” group to assign: 
usermod -G netdev andreas

This solution works, but the network manager should take care of that, not die 
group assignment "netdev" to all users.his solution works, but the network
