I don't know whether we can support git-annex on armel, armhf in the near future. There was an FTBFS reported in #1014628, but it hasn't been possible to investigate it for months because the Haskell transition is stalled on the 32-bit ARM architectures. I think that it is appropriate to have git-annex's migration to testing be based only on the other architectures for the time being, and am therefore requesting a partial removal. -- Sean Whitton
