Dear Maintainer,

According to https://pip.pypa.io/en/latest/news/#deprecations-and-removals the
option --build-dir was removed in pip 21.3.

The man page included in the Debian package still documents the option --build,
which was an alias to this option and was removed likewise.

Please fix the man page so it reflects current usage.
