Hi,

elpa-embark fails to install for me as follows:

  Install elpa-embark for emacs
  install/embark-0.17: Handling install of emacsen flavor emacs
  install/embark-0.17: byte-compiling for emacs

  In toplevel form:
  embark-consult.el:68:1:Error: Cannot open load file: No such file or 
directory, consult

  In end of data:
  embark.el:4278:1:Warning: the function ‘vc-ignore’ is not known to be defined.
  ERROR: install script from elpa-embark package failed
  dpkg: error processing package elpa-embark (--configure):
   installed elpa-embark package post-installation script subprocess returned 
error exit status 1

I'm not sure which of the two lines is the actual error triggering the
failure.

Emacs is still 1:27.1+1-3.1 from Testing due to one of the currently
still present RC bugs in 1:28.1+1-4. (In case that makes a difference.)
