Hi, principially I don’t see why not, but I think the reason you want this feature is totally dodgy.
There are good reasons that the order of preference for locating the repo is -d > CVS/Root > $CVSROOT, and I personally think the existence of the $CVSROOT environment variable is a grave mistake. So please just use the new cvs-switchroot to change the repository information after rsync, which I assume you have automated anyway.
