   * What led up to the situation?

apt.conf contains:

Dir::Cache::archives "/tmp";

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

ineffective:

unattended-upgrades

effective:

mkdir /tmp/partial; unattended-upgrades

   * What was the outcome of this action?

unattended-upgrades give a "No such file or directory" when trying to download 
packages if /tmp/partial does not exist

   * What outcome did you expect instead?

expected unattended-upgrades to create the directory, as `apt upgrade` does
