Currently dkms builds kernel modules (if marked with AUTOINSTALL=yes)

* on installation and upgrade of a *-dkms package for all installed
  kernel (header)s

* on initial installation of of a linux-{headers,image} package for all
  installed *-dkms packages

but not after upgrades of linux-{headers,image}-$KVERS (unless $KVERS
changed) where version (x.y.0) and abi (-z-)  don't change.

This is probably OK for kernels with a stable ABI, but not for kernels
w/o a stable ABI as specially documented for '-trunk-' (and '-0-'
nowadays, too?). For these kernels all dkms modules should be rebuilt on
every linux-{headers,image}-$KVER upgrade (where $KVER did not change)
