Format paragraph (Control + L & Control + Alt + L) on compose window
doesn't actually format paragraphs, which is what is needed most often,
and rather trivial to implement. The need for formatting is, actually,
rather common. I will elaborate.

I think this "feature", as it stands, is badly posed. It makes no sense
in a program to force the user to format manually with a ruler, which
by the way, doesn't extend for the whole editing window, and expecting
mails to be sent with no formatting would be a complete no sense as well
since line length is limited in the standard to 1023 characters, and
auto-formatting them on display is actually made with MIME-HTML, which
Sylpheed doesn't support.

Besides, a paragraph isn't usually "wrapped", but formatted. Wrapping
the last line is, basically, the unusual case. When you edit you
basically need to reformat the whole thing.

And turning on auto-wrap isn't the solution either, as it breaks lines
that need to be left longer, which happens often in the internet (a
URL, for instance). Turning it on by default is usually not an option.
