To help in narrowing this down, I installed the version from the
experimental repo.
I got 2.99.16. This does not appear to show the bug, so I guess it's a
Debian packaging issue.

hardware to a Kubuntu system running GIMP 2.10.30, it works fine.

I confirm this bug. I have a Wacom Intuos Pro M, and when one of the
associated input devices is not disabled in the input devices
settings, I soon as I start to draw with the tablet's pen, Gimp
crashes.
