The downstream release notes here: https://metadata.ftp-master.debian.org/changelogs//main/t/toot/toot_0.34.1-1_changelog exclude the upstream release notes which are available here: https://github.com/ihabunek/toot/releases Section 12.7 of the Debian policy states¹: “If an upstream release notes file is available, containing a summary of changes between upstream releases intended for end users of the package and often called NEWS, it should be accessible as /usr/share/doc/package/NEWS.gz” … “If there is an upstream changelog available, it may be made available as /usr/share/doc/package/changelog.gz.” … “[10] Rationale: People should not have to look in places for upstream changelogs merely because they are given different names or are distributed in HTML format.” Note that the Debian policy language does not strictly require² the above (which uses wording like “should” and “may” and not “must”). So it’s optional and hence why this bug herein is filed with /wishlist/ severity. Even if the upstream release notes continue to be excluded, it would be useful if the Debian release notes would at least link to the upstream notes in light of footnote 10 above. One benefit to comprehensive release notes is that it might mitigate reports of fixed bugs, apart from helping users determine which version is best for their situation.
