This appears to be
https://gitlab.gnome.org/GNOME/mutter/-/issues/2848 aka
https://bugs.launchpad.net/ubuntu/+source/mutter/+bug/2025287
which is fixed in 45.alpha upstream and 44.2-3 in Debian. I'm testing
a trivial backport of the upstream change to v43.
