all the normal frontends for initctl EXCEPT reboot are shipped
by finit-sysv, where they make good sense.

however, reboot is shipped as /lib/finit/reboot by the main finit package which 
makes no sense (after all finit's reboot won't work unless finit is
the active init system, which it likely won't be until finit-sysv is installed);
furthermore that oddball symlink then gets replumbed as yet another
symlink from /sbin/reboot to /lib/finit/reboot (to ...) by finit-sysv.

not only is /lib/finit/reboot the wrong location (it's to be invoked by
the admin), it's very also inconsistent compared to all the other frontend
links.

i would suggest to change the symlinks for /sbin/halt,
poweroff, shutdown and reboot all be made direct ones to /sbin/initctl,
and that the /lib/finit/reboot (symlink to initctl) is removed altogether,
and that finit should not deal with any of these, only finit-sysv.
