NetworkManager has another mechanism to start VPN tunnels as early as
possible when a physical connection comes up)

Correct, NM has a builtin mechanism to activate VPN tunnels automatically if a certain base connection has become active (see the connection.secondaries mechanism documented in man nm-settings).
