both vim-runtime and vim-tiny packages unpack the /usr/share/vim/vim91/doc/help.txt and /usr/share/vim/vim91/doc/tags files. This means that for example performing the md5sum check using /var/lib/dpkg/info/vim-runtime.md5sums and /var/lib/dpkg/info/vim-tiny.md5sums will give error messages because the contents of the help.txt and tags files differ between the two packages. Would it not be better to have some sort of conflicts or replaces or provides relationship between vim-runtime and vim-tiny, so that the packages don't overwrite each other's files and don't cause checksum errors?
