Just checked and you don't need it when using --template. Bcc headers
will be stripped off and won't be included in that case.

There is no option to disable loading /etc/reportbugrc, but you can
already disable loading ~/.reportbugrc by setting $HOME to a
non-existing directory or the empty string:
