I think that we can make remove-shell/add-shell scripts to
have #!/bin/sh -e header instead of current #!/bin/bash -e
I ran checkbashisms and checked the scripts with ash -e,
zsh -e and ksh -e (the one from pdksh, WRT ksh93 the
scripts have problems, though).

The reason shells need to depend on passwd is because if you
install shells without passwd being on the system, and then install
the passwd package, those shells will not
