Here's a patch with a suggestion how to implement this. I suppose it
could be done in a better and more elegant way, however. The patch
simply takes what to me seems to be the path of least resistance,
trying to interfere as little as possible with existing code. In
Tinkering with reportbug, it seems to set the To: in its template
output per a Bugs: mailto:[EMAIL PROTECTED] in the package control file.
Perhaps debian-bug.el could preserve that (though I think debug-bug.el
would then need to pass --maintonly on minor and wishlist severity to
get maintonly@ in
