Tinkering with reportbug, it seems to set the To: in its template output per a Bugs: mailto:[EMAIL PROTECTED] in the package control file. Perhaps debian-bug.el could preserve that (though I think debug-bug.el would then need to pass --maintonly on minor and wishlist severity to get maintonly@ in
