Followup-For: Bug #252906

I was suprised to find synaptic in /usr/sbin since all the other 
package management software is in /usr/bin:

  /usr/bin/apt-get
  /usr/bin/apt-key   
  /usr/bin/aptitude
  /usr/bin/dselect
  /usr/bin/dpkg

Since synaptic currently quits when run an non-root the /usr/sbin 
location makes some sense, but once that bug is fixed synaptic ought 
to be in /usr/bin.
