i did some testing:
export LANG=zh_TW.Big5 LC_CTYPE=zh_TW.Big5
w3m -dump http://www.dgt.gov.tw/chinese/Frequency-management/7.2/AMFM.shtml 
>AMFM.dump
$TERMINAL_EMULATOR -e less ~/AMFM.dump
wget http://www.dgt.gov.tw/chinese/Frequency-management/7.2/AMFM.shtml
$TERMINAL_EMULATOR -e less ~/AMFM.shtml

where $TERMINAL_EMULATOR was:
aterm, mrxvt, xterm:
        show many @ (and no chinese symbols, i didn't try much to get the fonts 
right).
        the output of the different emulators looks the same
cwterm, rxvt-unicode, mlterm:
        no @, all chinese symbols seem to display ok

The output of the chinese symbols on one terminal-emulator does not
depend on whether i look on the source or the dump. So i conclude that
w3m does not change the symbols and it is a problem with the
terminal-emulator.
