when using peers_certfile directive with racoon-tool, quotation marks 
should be used around the cert filename in the generated racoon.conf. 

racoon fails with the following error when the quotes aren't present:

racoon: ERROR: /var/lib/racoon/racoon.conf:29: "ca" syntax error
racoon: ERROR: fatal parse failure (1 errors)
racoon: ERROR: configuration read failed

This can be worked around by including the quotes in racoon-tool.conf
although this differs from the syntax of the other cert filename 
directives which don't require the quotes (and correctly add them 
in the generated racoon.conf)
