No. According to apt-file, the files under update.d are part of the
Package: fetchmail
Version: 6.2.5-12
Severity: normal
dpkg -L fetchmail shows
/etc/resolvconf/update-libc.d/fetchmail
but it's not on my system. In fact nothing is in the update-libc.d
directory, though some things are under update.d.
This has the unfortunate effect that fetchmail no longer
