apt-proxy v1 allowed limiting the bandwidth within
/etc/apt-proxy/apt-proxy.conf :
WGET='wget --limit-rate=1.2k'

apt-proxy v2 conversion failed to import that from the v1 conf file,
apt-proxy documentation does not seem to have any information about
limiting bandwidth on downloads. Without bandwidth control, apt-proxy
v2 takes all available bandwidth on a dial-up connection. This leads
to restricted updates or to circumvention of apt-proxy, which causes
multiple downloads of the same file, defeating the purpose of
apt-proxy.

Reverting to v1 for a few years.
