Hi,

in my opinion, the line 
com2sec paranoid  default         public
in /etc/snmp/snmpd.conf should be commented out by default.

Rationale:
- this line causes snmpd to provide read-only snmp access to the world
  with the well-known community "public"
- it being present mandates a change of the dpkg conffile if it shuold
  be disabled, while enabling can be done from snmpd.local.conf,
  allowing to leave the dpkg-conffile unchanged
