It seems that on sparc we need a build dependency on m4, since it
seems to be using that to generate the assembler source there
(instead of perl)
I thought m4 was in build-essentials (?)

It's not required to build a hello world program in either C or
C++. It's also not essential, nor required by things like
dpkg-dev, so the answer is no. I don't have it in any of my
