In the documentation http://projects.edgewall.com/trac/wiki/TracPermissions
I read: 
        MILESTONE_ADMIN          All MILESTONE_* permissions

But if I give a user MILESTONE_ADMIN, REPORT_ADMIN, TICKET_ADMIN, 
ROADMAP_ADMIN and WIKI_ADMIN the roadmap tab is not visible and 
cannot be used - "the MILESTONE_VIEW permission is missing ...".

I believe there's a similar problem with the other _ADMIN vs _VIEW permissions.

Simply giving all _ADMINs _VIEW rights is bad, because the permission list gets 
unnecessary long.

I know that I could define a permission group - but that's what _ADMIN should 
already do.
