I've been playing with cacti and etch for a few hours, and I can say
I attempted to reproduce this problem on another Cacti system of the
same version level, but on a Red Hat system which used the FC3 rpm from
the Cacti website for installation.
I was not able to reproduce the problem that I am having with my Debian
Cacti implementation.

i would highly recommend opening the issue with upstream in their
BTS as well. they are much more
