Using Ethereal, I see that ipcheck is using HTTP, not HTTPS.

dpkg --status says:

  Starting with version 1.4.1 ipcheck uses https by default and will fall
  back to http if a timeout occurs.

It also says:

  Version: 0.225-1

Not quite sure what to make of this (since I don't even see 1.4.1 up at
SourceForge), except that the version of ipcheck on my system isn't
using SSL.
